edi emaina kaani vaani english ni mathram samarthinchaku LOL...draft is a draft until it is finalized, finalize cheyyatam kosame views kosamani draft ni Assembly ki pampaaru...refer my other thread again for clairty....

 

If you ask for views on a finalized bill then thats called reverse engineering....

Endi vayya ni thesis analogy...sare ni analogy lo cheppalante ikkada....assembly is not at equal level to professor, once the peer reviewers (assembly and parliment memebers) reviewed the thesis (draft bill) and made corrections (amendments), then only it will be put forward for final submission (voting) to Professor (Parliment)...

 

So Assembly ni professor anukovadam wrong...Assembly is just a place holder for peer reviewers.

I think you are STILL confused by the usage of english here, I will calrify further,,,

 

when we refer Bill in "Noun" context - we simply call it a "Bill"

 

But, when we refer in "Adjective" context, we call it "draft bill", "Final bill", etc....(here we are specifying the stage/ state, where the the bill is)...
