Most probably yes! as he is from congress. Congress wants to place the bill in the parliment as early as possible. So that they can get time to pass the bill even  seemandhra MP'S make ruckus as they will have time till feb 21st, rather than tabling it on the last 2 days.  where the MP'S may cause ruckus and if parliment is adjourned in the last 2 days there will be no chance to pass the bill.

I think Cabinet made some amendments and approved the bill today, so that they can table it on Feb 6. Funny thing is they took less than an hour to read all the 9000 suggestions proposed by the state assembly. This gives a clear idea that Congress is in hurry to pass the bill
