Give Seemandhra Special Status: Sonia Gandhi

Congress chief Sonia Gandhi's request for granting special status to Seemandhra is seen as the party's latest attempt to assuage the aggrieved region, but experts said the move may not be easy to push through.

Sonia is said to have asked Prime Minister Manmohan Singh to examine whether special category status can be granted to Seemandhra for five years.

The Congress had made similar attempts when it tried to win over Bihar chief minister Nitish Kumar by indicating support for his party's demand for special tag for the state, which would have enabled it to access more central funds besides tax benefits to attract investment.

The finance ministry went to the extent of appointing a panel under Raghuram Rajan, then chief economic advisor, to look into parameters of backwardness, although the issue of special category fell in the domain of Planning Commission and the National Development Council.

The committee did not list any state in the "special category", but suggested an allocation formula based on the development and needs of the states and argued that the poorest ones were likely to benefit the most if the recommendations were accepted. But since the report was submitted last year, there has been no movement on the issue.

The fourteenth finance commission, which is looking at government finances and the formula for sharing revenues, is also expected to look at the issue of backwardness and suggest ways to improve the situation in the weaker and debt-stressed states.

But it is unlikely that the government will be able to grant the "special status" tag immediately.

But analysts point out that the Congress party seems to have made a habit of using financial incentives to attract allies. Till Mamata Banerjee's Trinamool Congress parted ways with the UPA a couple of years ago, the finance ministry stayed in dialogue with the West Bengal government to look at ways to reduce its debt burden. Since then, however, there has been little interest even as the state government has stepped up its demand for a package, including interest holiday on outstanding loans.
