Yes we can increase the cognitive skills of a kid buy using this technology, but there will be issues, does he react to human emotions in the same way as common man reacts, is he socialable with other people. Human evolution is a natural process and technology is to help the process to move forward. Future generation will have chips in their brain to increase the skills. But they will also have side effects due to that and there will solutions to those side effects. this process goes on as it is the process of evolution started 13.5 billion years ago. Now where will it end we dont know, as we wont be there to see, all we can do is calculated GUESSES by looking at the present scenario.

No they are not using on the Humans it think, they didn't get approval from congress right now but they will eventually get approval and will start doing the experiments and also funding is need.
