Personally, i think, its her decision. I think she is a sensitive person and to some extent honest/genuine.

She has made public statements stating that she came into politics with the inspiration of YSR. She once missed that chance during NTR's regime. She is also in that phase of life, where she feels like serving people. Maybe she was encouraged by her family to try her hand in politics.

And now, due to all the dramatic changes, she feels she lacks the support or the lack of direction from the leaders. So if she thinks she can't deliver, she can make her decision to step down, instead of whiling away time.

I think its a good decision. She has to state some kind of reason to resign, so maybe the minister berth is just a pretext.
