Currently on F1, applying for H1B in April, travelling to India on May 15th and return back on May 31. My current opt expires on Nov 29th ( as per rules if H1B is not approved). Can I travel when my H1B application is filed?

No Risk at all , you can safely travel as long as you have valid OPT.  Even though you got H1b in mean while it doesnt count till OCT 1. so You are 100% safe. 
I travelled to India before 15 days of my OPT Expriation . No problem at all. Make sure you have employ letter,client letter, college degree, college vacation approval while you are travelling
