2. Those who fear to implement because they have seen what happens in Post-Godhra riots.

3. Those who do not want to implement because they dont have to due to being financially well-settled.

4. Those who want to do at any cost (terrorists and Islamic Army of Islamic states like Pakistan).

5. Those who will implement when given a chance (sleeping cells of terrorism).

 

But you will never find a muslim who really says that Qurran is a compilation of criminal codes.

The biggest problem with Islam is that all the followers of Islam are muslims and no one else believes it.
