Movie lo ala chupichadu.. Actual ga Baluchistan is a tribal region in Pakistan. People there are ethnically different from Pakistanis and face discrimination from Paki govt, so they are fighting against Paki for freedom.
Our RAW agency supplies arms and even trains their fighters. ( just like ISI trains militants to attack India)
