they might have developed a technology to do that, or my guess would be they take pictures of objects while driving through streets and mark that particular object to be made blur be it a license plate or a person face. I once saw that car which roams across the streets it a small car with a camera on the top but it looks like a weird helmet :p

by default even without requests license plates and face are blurred bhayya
