Incest means  with in the family members ( I think so ) but in our culture like cross cousin marriages they are not in the family members ....check the family names they may be from same ancestral background but somewhere cross marriages  make them to send some  other family or other family background  or family name ..............so I think its not Incest and ...but i little bit confused about the Muslim  in that case they can marry there own sister (as per relation )-
