the author here, while detailing the hopelessness of Dalit politics in TamilNadu, proposes a fairly neat way of counting preferential votes so groups like Muslims, Dalits can have more of a say in the election process in India.

 

1. Count all first-preference votes not yet counted.
2. If some candidate has over 50% of first-preference votes, then HALT. (That candidate then wins.)
3. Take the candidate with the smallest number of first-preference votes and change each vote for that candidate by removing the first-preference votes and turning kth-preference votes into (k-1)th-preference votes for each k.
4. Remove that candidate from the list of preferences of all other voters.
5. GOTO 1

you forget that an elected representative will take care of only his constituency (or voting block). Its a bigger danger if politicians stay true to their mandate and 'behave properly' as you say.

 

The voting system itself is pretty simple. You just need to tick your 1st preference, 2nd preference, and so on, and the last preference.

 

Its the counting which is slightly complicated. but that can be machine read anyway.

 

Anyway the issue here is not caliber of politicians as much as lack of representation of a group.

 

For eg. lets say dalit voters hate a candidate in the fray, this provides a good way for them to vote him out. This is very important given some of the caste/religious clashes where one group is an overwhelming minority.
