Role of District collector:

The District Collector is entrusted with a wide range of duties in the jurisdiction of the district. While the actual extant of the responsibilities varies in each State, they generally involve

Tl;dr: District collector is head of every single government body/assets within the district or jurisdiction. Earlier only a state or central government have authority to transfer the IAS officer to a new jurisdiction.

Now the state government can no longer make punitive transfers to collectors before their term ends. Thanks to Manmohan singh for setting up a special committee which will govern the rule to transfer a bureaucrat.
