Because of the great strides made by YSR in streamlining business licenses, improving law and order, etc. Only Gujarat and TamilNadu ranked higher than AP. Not just that, AP under YSR improved in health care for common man a lot too. There are some great achievements by YSR govt. AP budget lo deficit is less than 2% of GDP, and within 15% of budget. dabbulu leka povatam enti. oorike edho cheppalani cheppaku. AP is financially in a good place only.

It's damn silly to give credit to ysr which is "After Effect" of CBN hardwork..the so called developments would have taken place with or without YSR......India's growth rate from 2003 to 2009 was in double figures....I will give you an example.....say you started a business during CBN rule......It may take 2 -3-5-6 years to break even and make profits.....lets say from the time you make profit ,YSR came to power (say in 2004)........do you give the credit of growth of your business to ysr regime ignoring the years of hard work you have to put to bring your business profitable...........so when people give credit to YSR for IT exports during his time to CBN time ,It looks ridiculous.... keeping the IT stuff aside,During CBN rule,lot of primary schools were introduced at village levels and mandal levels.....Most of villages have enjoyed CC roads during his regime....Primary Health Centers were spread out to many parts of state.......The challenge of CBN rule is shortage of budget,lack of proper schoold,colleges......The current in APP from 1956-1996 is 5746MW,Appx due to his efforts additional 5434MW Appx was added,which helped to supply current to 15 lakh pump sets.......he gave 9 hours of un-interrupted current even during drought ( wich ysr failed).....He gave timely fertilizers to farmers(which ysr failed)......He brought 12 lakh hectors to land to cultivation during his 9 years spending 10K crores ( YSR couldnot give water to 1 lakh hector spending 1 lakh crore of budget).....handriniva,kandaleru,bramma gari matam,telugu ganga etc were significanty improved......He introduced SEZ with a condition to providing corresponding jobs......for every white collar job there would be 5 blue collar jobs........rapidly increasing economy........tell me how jobs were created during ysr regime considering the amount of land YSR gov allocated.......Tell me how many significant projects did ysr bring to state having 34 MP's in center......wat about science city??....fab city??....lepakshi knowledge Hub??............Wat about development in second tier cities like vizag....bezawada....guntur...tirupathi....etc.....Tell me what extra infrastructure he provided to HYD than CBN contribution??.......why are farmer suicide numbers more during YSR regime than CBN regime??..... Considering the time during 1994-2004,there is huge improvement in during 2004-2009 across the world due to globalisation,which is huge advantage to YSR.....also 5 years of continous rains......Inspite os all these advantages.....YSR screwed up big time.......His delta of improvement is big zippo........my take.......

Its normal for governments to reap efforts of its predecessor. better way is to look for 2009-2014 and see how YSR's efforts pre 2009 helped AP during this time.
