But there is simple way to control ..Almost every Car has GPS and Govt. can link GPS to their system thus by pre waring them not speed up

 

But they don't do it... ..and u see speeding cars . accidents/ fines / licence revoke etc

what's the job of Central govt?

 

To me, their job is to protect india from external enemies, coordinate projects in different states, help states maintain smooth relations, collect income tax.

 

and main function, disburse this tax to create economically equitable society as much as possible. And control the currency, and with it, money supply and inflation, a little bit.

 

corruption happens more with state govts, and local bodies than central govt.
