Its locked to T-mobile service.

Earlier third parties use to sell the codes for 3$

You need to talk to T-mobile customer service rep to get it unlocked.

If you are a T mobile customer or if you know someone who can get it unlocked thru their T mobile account , Buy the phone.

Else If you want to unlock it thru a third party , it will cost  you 30-45$ per phone.
