you need to respond with same client letter  other wise you need to find another client within 30 mile radius of the location where LCA was applied other then that no other way out of this situation .

talk to  lawyer and respond to rfe with proper documentation .

chala rare chances vuntayi if we change lca and client letter with rfe response. they will treat it as new h1-b application and give decision as denial saying quota is filled up. because change of lca/client letter at the time of rfe will be treated as new application .

for couple if my frnds its same cass happend. Rarely some got approval with change of lca/client letter with rfe response.

only one thing he can do in this case..change to new employer and transfer the case to new employer(new client). This is possible as he already in CAP
