1. Government by the people
2. Law and order (police and courts)
3. Administation (ias etc)

Government governs law and order. They don't simply do things on their own. Justice system implement chesedi Judges and lawyers and laws are made by governing bodies.

Nope.. Govt can form the laws but cannot implement the laws.. Which is the duty of police and courts.
