It is not at the most efficient level right now. but if more selfless people come into politics, this system might be the best representation for peoples welfare.

The ultimate powers be held with the People THROUGH THE the elected representatives of/by/for the people. At the same time, the Constitution doesn't restrict IAS/IPS/IFS from contesting in the elections (though one need to resign the post they hold). So its up to the People to vote meticulously. P.S: See the Pakistan's Democracy. There are two parallel Govts. one through the peoples rep and other through the Islamic Extremists. The Pakistani military works against Democratic Govt and fulfils the aspirations of Extremists. Result: The Pakistan that you see today.
