By the time logistics are cleared on both the govt's end and the industry's end, you are already knocking on status expirty. From a state's perspective, the need is not to get just their headquarters, but their setup as well. So once the special status expires, these industries continue to exist. This in turn will also aid in employment generation , which in turn provides more tax streams to the govt via these new employees and the supporting structure.
