Thorium is the key to India's Energy security for decades to come. However, being a developing nation it becomes our duty to slavishly serve the interests of our developed masters, willingly or otherwise. 
Here is how the cycle works, in a coarse way:

1) Carry out mass conversion activities in a particular region of India
2) Once converted, gain their loyalty and also select those who're willing to back stab the nation for money and power. In short, the Sepoys.

3) Fund separtism and insurgency in the area to keep the administration occupied and unstable (Hence all mineral rich deposits of India are marred with Naxalites/terrorists)
4) Illegally mine out energy rich thorium off the coast of India. Fund the sepoys heavily (bribe the bureaucrats and politicians). No questions asked

5) Divert a share of profits (in Billions of $$$) to fuel the aforementioned cycle.
