for example :- 

 

July 4 saptami... -> india timing lo early hours of mornig start avuthundi.. so no problem

 

same thithi USA timing lo chusthe afternoon of july 3.. so we have celebrate on july 3 because Sun already raised and at the time of sun set the same tithi is also their... but can't  do on july 4 because it just finshes well before 9 AM so not even half day..
