Both AP Chief Minister N Chandrababu Naidu and his Telangana counterpart K Chandrasekhar Rao are locking horns over several issues —which may in the long-run widen the wedge between people of both the states. Tensions are so pronounced that a fence has been erected in the state Secretariat separating blocks allotted to the Telangana government from those of Andhra. There are separate entry gates too. Though gun toting policemen were posted initially to guard the fence, they were later withdrawn when Andhra staff protested. The Telangana government claimed it was meant only to ensure that parking space in Telangana blocks wasn’t used by Andhras and vice-versa. But none is buying its argument. The latest issue on which both the governments are at war is the reimbursement of tuition fee to students of professional colleges. Now that Telangana has been created, KCR does not want to reimburse fee to Andhra students studying in Telangana colleges. He maintains it is his government’s prerogative to decide eligible students. To identity them, he has brought forth the nativity criterion—it says children of Andhras, who migrated to Telangana before Nov 1, 1956 (formation of AP) are eligible for fee reimbursement. The Andhra government predictably objected, stating that Telangana cannot redefine ‘local status’ as the same was made clear long ago in the Presidential Order under Article 371 (D). As per this definition, if a candidate studies in Telangana for four years preceding the qualifying examination, he/she becomes a local. If this is the criterion, the number of such Andhra students in Telangana will be too high and KCR doesn’t want to bear their burden. Another issue that caused friction between the two governments was the release of water from Nagarjuna Sagar to Krishna Delta. In the absence of a Krishna river water board, Governor ESL Narasimhan constituted a committee with officials of Genco and irrigation departments of both Andhra and Telangana which met recently and decided that 10 tmcft water be released on June 25 downstream for drinking water requirements of three Andhra districts. But the Telangana government put its foot firmly down contending that the water is being sought for agriculture purposes. Its experts wondered how can people in Krishna Delta in Andhra drink 10 tmcft water. They surmised that two tmcft would suffice. But Andhra government insisted on 10 tmcft and tensions were reaching a flash point with Telangana leaders saying they would not release the water and Andhra leaders threatening to open the Sagar gates on their side of the reservoir. This has forced CWC Chairman Ashwin B Pandya to rush to Hyderabad and after holding talks with officials of both the states, he ruled that 3.5 tmcft be released for Andhra. It was also decided that he would head the Krishna River Water Board and appoint members for the same soon. Another issue that got on the nerves of both Telangana and Andhra was power supply. With the situation becoming precarious with each passing day and demand going up, both the states began blaming the other for the mess. Chandrababu Naidu finds fault with the AP Reorganisation Act itself which says power generated in both Telangana and Andhra should be apportioned between the two states in the ratio of 53:47. The catch here is most of the power is generated in Andhra Pradesh but is consumed in Telangana. To overcome this, Andhra government wrote to the Electricity Regulatory Commission to cancel the Power Purchase Agreements entered into when the state was undivided, since if they continue, the AP government would be paying for power used by Telangana. The ERC declined to do so contending that the AP Genco, which was seeking cancellation of PPAs, was not the same Genco which had entered into the agreements in the first place. Even the Centre struck down the request saying it was against the Reorganisation Act. But the verbal war continues.
