July 4, 2014 AP CM Chandrababu Naidus’ penchant for propaganda against Telangana Govt. miserably failed when he tried raking up a controversy about the fence that has been put up between the Telangana and Andhra Pradesh sections within Secretariat in Hyderabad. Naidu said in a press meet that Telangana Govt. shouldn’t have put up a fence between the two sections as if both are 2 different countries and cleverly tried to project the fence as a symbol of Telangana’s narrowmindedness while he himself is behaving like a statesman! Telangana Government immediately shot back, with Minister Harish Rao clearly stating the fence is not Telangana Government’s idea but one from the Governor’s machinery during the President’s rule. Surprisingly though, the Governor’s office released a statement saying they didn’t issue any orders directly to put up a fence and differed with Harish Rao’s version. Before we wonder if this is a case of one man’s word against another’s, we can breathe easily and look at this GO issued during President’s rule, more than a week before Telangana even became a State. GO 426 clearly states a fence need to be built and also released funds amounting to Rs 15 lakh for it. The same GO issues Rs 1.5 Cr to upgrade the H Block for AP CM and AP CS. So the Governor’s office is clearly wrong about their press release. This makes us wonder if the Governor does not know about decisions made during President’s rule and if the Andhra-dominated bureaucracy called the shots and made decisions on their own! Telangana minister Harish Rao reacted on the Barricades issue and said that the AP CM Naidu was intentionally making allegations on the TRS government regarding the Barricade issue. "Barricades which were dividing the Andhra and Telangna blocks in the secretariat were the decision made by the Governor of Andhra pradesh and Telangana. KCR is nothing to do with the decision. Naidu was making false allegations on this issue" Harish Rao insisted. AP Chief Minister N. Chandrababu Naidu commented in his media conference on Wednesday that barricading was done by the Telangana government and such fencing was reminiscent of the divide India and Pakistan. Only the hours after Harish Rao made such statements, Raj Bhavan office denied any such decision taken by Mr. Narasimhan. Raj bhavan openly stated that Governor has nothing to do in the issue as it was the decision took by the Telangana Chief minister K. Chandrashekar. However, Security personnel said the decision was taken in order to control the traffic and tackle the parking problem in the secretariat. But on the total row regarding the issue, it clearly came out that, it was the Telangana CM who has given the orders to arrange the Barricades between the Andhra and Telangana blocks in Secretariat. Earlier, employees too from the both regions opposed the move of fencing the Barricades in the Secretariat.

Harish Rao said the decision to barricade the Secretariat dividing AP and Telangana administrative blocks was taken by the Governor during the President’s rule period. However, the Raj Bhavan office denied any such decision taken by Mr. Narasimhan. AP Chief Minister N. Chandrababu Naidu commented in his media conference on Wednesday that barricading was done by the Telangana government and such fencing was reminiscent of the divide India and Pakistan. Even as the media was telecasting the statement made by Mr Harish Rao the Governor’s office issued a statement denying it completely. The security personnel manning the Secreta-riats of both AP and Telangana had on June 19 brought to the notice of Telangana Chief Mi-nister that due to criss crossing of official and non-official vehicles between the two Secretariats it would be better to erect barricades to solve the parking problem. Police officials told him that most of the visitors to Secretariat are from the Seemandhra region but parking their vehicles near Telangana blocks causing huge problem for vehicular movements.
