kaadu uncle..F1 lo unte MS ki 1 yr aina 2 yrs aina...not eligible kada...u have to pay ur international fee..until u r on F1...

 

inka ikkada citizens/gc/H1/H4 will become state residents after one year as u mentioned...i agree upon that...but state level scholarships ki eligible kaadu...only thing they are eligible are FEDERAL FINANCIAL AID....not state level or state govt sponsored....

 

F1 is different uncle yes Tirupathi nundi vachi CBIT lo join ayinavaadiki memu kattam fees is acceptable and no one expects to do so but ikkada topic adhi kadhu kadhaa

US lo MS chadavadaniki vachina F1 students are not eligible for Federal Scholarships...u know that right...

 

and also u need to pay extra international fee...unlike the local students..

 

even ikkada if u r Citizen of US,  resident of California...and if planning to do Masters in MIT or NYU...u r considered non-local and not eligible for local fee perks..
