NTR Health Cards in 2 months: AP CM

Andhra Pradesh Chief Minister Sri N. Chandrababu Naidu reviewed the status of Aarogyasri scheme in presence of health minister Sri Kamineni Srinivas, minister for municipal administration Sri P. Narayana, Chief Secretary Sri I.Y.R Krishna Rao.

With an aim to transform Andhra Pradesh into a medical hub, the Chief Minister said NTR health cards would be issued within two months. The state government also proposed the linking of white ration cards to Aadhar.

Aarogyasri is a community health insurance scheme that provides financial protection to families living below poverty line for the treatment of serious ailments requiring hospitalisation and surgery.
The Andhra Pradesh government said an internal as well as an external audit should be held. In order to better the facilities and infrastructure of government hospitals, the Chief Minister said Wipro has come forward to develop them and adopt Public Health Centres as part of its Corporate Social Responsibility (CSR).

To monitor services under Aarogyasri and asses the services to beneficiaries, the government will devise an IVRS-based response system through which beneficiaries will give their feedback. This apart, the state government will also provide the entire information under Aargoyasri (from registration to discharge) online. The state, through 104 helpline, will obtain information on beneficiaries from time-to-time.

Sri Chandrababu Naidu has also instructed officials to monitor proper implementation of National Rural Health Mission (NRHM), National Urban Health Mission (NHUM) and Rashtriya Swasthya Bima Yojana (RSBY) and other health schemes.

In Uddanam region of Srikakulam where there is high prevalence of kidney diseases, the Chief Minister instructed officials to study bring international experts to study environment, health and sanitation conditions in the region and prevent them from occurring.
The Chief Minister also said the government will outsource doctors to make quality healthcare services available to poor people. He instructed officials to create awareness on chronic diseases and take steps to prevent them.

Andhra Pradesh Chief Minister Sri N. Chandrababu Naidu said the state government will come up with an online mechanism for single-window clearance by September 1. The software is being designed by Deloitte.

The Chief Minister has asked the department to study industrial policies of Gujarat, Tamil Nadu and Karnataka. He said the aim of the government is to create an investor-friendly climate in the state.
Stating that Gujarat's single-window clearance mechanism facilitates faster clearances, Sri Chandrababu Naidu said AP policy too should make clearances faster and remove hurdles for obtaining necessary permissions.

The Chief Minister said a State Investment Promotion Council (SIPC) and District Investment Promotion Councils (DIPC) will be set up to give in-principle approvals for industries. A Society for Front Office, at the state and district level, will be set up to receive applications.
The Chief Minister has also proposed that industrial parks in Visakhapatnam have a Chief Executive Officer (CEO) who will monitor and follow up approvals of the companies located in the premises of the IT park.

Sri Chandrababu Naidu also said that the district-level industries should be upgraded in infrastructure and human resources. Soft skills training also will be provided to district-level officials.
Principal Secretary for industries Sri J.S.U Prasad, industries commissioner Sri Rajat Gupta were present at the meeting.

AP Ministers meet Governor

Andhra Pradesh deputy chief minister Sri K.E. Krishnamurthy, minister for agriculture Sri P. Pulla Rao, minister for municipal administration, urban planning and development Sri P. Narayana and advisor to the government Dr. Parakala Prabhakar submitted a memorandum to Governor Sri E.S.L Narasimhan protesting Telangana government's decision to bifurcate Acharya N.G Ranga Agricultural University.

Deputy Chief Minister K.E Krishna Murthy said “GO. Ms. No.7 for bifurcating Acharya N.G Ranga Agricultural University and GO. Ms. No.1 for the creation of P.V Narasimha Rao Telangana State Veterinary University, do not have any legal basis according to the AP Reorganisation Act and are not supported by any provisions of the Act or Law.” He added that they are in gross violation of the AP Reorganisation Act, 2014.

As per the AP Reorganisation Act, certain institutions were kept in Schedule 9 and the other institutions in Schedule 10. For institutions under Schedule 9, a procedure has already been evolved and a committee has been set up headed by Mrs. Sheela Bhide, IAS, (Rtd.) for apportioning the Assets and Liabilities.

Under Schedule 10 institutions, no such procedure has been established and section 75 of the Act says these institutions can continue to provide facilities for people of the other state, without any bias. It only talks of provision of services but no plan or procedure for bifurcation of the institutions.

In fact, there are institutions that are not mentioned in either of the Schedules and these would automatically devolve to the continuing state, which is the residuary AP and therefore, should belong to AP.
Addressing mediapersons, AP ministers said that bifurcation of institutions not included in the Schedules cannot happen in a manner that proves advantageous to one state and affect the others.
The reference to the distribution of posts in 58:42 ratio is applicable to Schedule 9 institutions. However, when it came to extension, research and education, the Telangana government has decided unilaterally that location-specific needs be met and went ahead by dividing Archarya N.G Ranga Agricultural University and Sri Venkateswara University and devolvement of institutions to successor states.

Dr Parakala Prabhakar said such a power is not mentioned in the Act. Any unilateral action to tinker with these institutions will seriously affect the equality of opportunities for the students of Andhra Pradesh.

Quoting Section 95 of the Act, Dr Parakala Prabhakar said "in order to ensure equal opportunities for quality higher education to all students in both the state, the existing admission quotas in all govt and private, technical and medical, aided or unaided institutions, in so-far be provided under Article 371D of the Constitution shall continue for a period of 10 years."

The AP ministers said that the Telangana government had earlier assured the Governor that it would abide by the Act and has gone against it.

The ministers also requested the Governor to advise the Telangana government not to go ahead with such bifurcation of these institution that would be detrimental to the interests of AP.

Andhra Pradesh’s First Collectors’ Conference in Vijayawada tomorrow!

CBN will chair tomorrow’s conference which will be attended by Cabinet Ministers, District Collectors of all the 13 districts of Andhra Pradesh, Superintendents of Police and higher officials from all the departments.

The conference will begin at 9 AM and conclude at 7 PM. CBN will review the ‘seven missions’ undertaken by the AP Government allotting one hour for each mission. He will also review the law and order situation in the State.

Nenu annadhi CBN ankul chesthaadani kaadhu vuncle ,. So far CBN nundi practical ga implement chesindhi antu em ledhu.. Ila ee it dept vaallu y leping ani.. I know it takes couple of months but still publicity meedha kanna pani meedha concentrate Chesthe it will b good anthe Naa opinion ,.!!

AP to become a health hub
To make quality healthcare services available to poor people, NTR health cards will be issued within two months. Our government will set up 104 helpline to offer telemedicine services and monitor health of patients. Feedback will be sought from Aarogyasri beneficiaries through an IVRS-based response system.
Andhra Pradesh is building an online mechanism for single-window clearance for industries. Companies will get faster approvals. This will create an investor-friendly climate in the state.
I was delighted to meet Tata Sons chairman Cyrus P. Mistry today. He assured us that Tata Group would help AP through its expertise in technology and other sectors.
My vision is to build smart cities in AP. This is the best way forward for us. This will stand as an example for other states in India.
