pentaya Posted August 6, 2014 Report Posted August 6, 2014 2nd Longest coast in India Power Surplus High literacy rates of the population High Enterprenuaral skills of the population Huge Delta providing food security Three major rivers flowing thru the state, Krishna-Godavari & Penna Three major cities can be accessed within 100 kms, Chennai – Bangalore & Hyderabad Highly urbanized with several flourishing 2nd tier cities & towns Well connected thru railways and highways Since AP will be facing the shortage of funds in the short term, the funds need to be used judiciously for optimal results. Considering the strengths and weaknesses of Seema-Andhra, here are few ideas to make progress. Please note that this list is neither exhaustive nor ordered based on priorities. 1. Improve road connectivity between all the districts. Currently NH-5 connects all the districts from Nellore to Srikakulam. Connect Kurnool, Kadapa, Anantapur & Chittor to NH-5 using a 4 lane road which will make distance less relevant. Build a 4/6 lane highway between Chennai and Vizag connecting all the major & minor ports in the coast. Create Outer Ring roads for all the urban clusters mentioned below. 2. Develop Urban Clusters across the state In united AP, the biggest mistake done by successive governments is centralization of development. This need to be corrected in the state after the division is complete. I would propose 6 urban clusters to decentralize the development. a. Vizag-Vijayanagaram Currently it lags in air connectivity. Though there is an airport operated by Navy, it has restrictions on the civilian usage. Hence work on building a green field international airport. This area already has a pharma SEZ. Hence encourage more pharma investments in this area. Vizag is already a cosmopolitan city hence it is an ideal candidate for services sector. Hence encourage IT, BPO sectors to invest in the city. Given the picturesque locations and serene weather, Vizag can also be a hub for entertainment industry. Hence encourage investments in film studios etc. b. Kakinada-Rajahmundry Expand the port and make it a hub for exports, particularly farm & fisheries Encourage industries to take advantage of gas found in KG Basin Encourage agri based industries along with food processing industries c. Vijayawada-Guntur Make it admin capital to host assembly, secretariat and high court. Discourage other investments in this area. Acquire VANPIC land and use it for building another Greenfield airport and hosting the industries. d. New city adjacent to TamilNadu border in Nellore & Chittore districts Build a new city with the name MADRAS in the border with Tamil Nadu. This area will be within 50 Kms distance from Chennai. This new city can take advantage of infrastructure available in Chennai (like airport, port & rail connections) and compliment it. Automobile industry and entertainment industry can be ideal candidates for this city. e. New city adjacent to Karnataka border in Anantapur district Devanahalli airport is within 100 kms distance from AP border. Build a new city to take advantage of infrastructure available in B’lore. NH7 goes thru this area and airport can be reached within 90 minutes. Even commuters in B’lore take similar time today. This city can complement the industries in B’lore, primarily software and research institutes. f. Develop Kurnool to take advantage of infrastructure available in Hyderabad Kurnool is connected to Hyderabad thru NH7. Hyderabad international airport is approximately 2 hours’ drive from Kurnool. This city can complement the industries in Hyderabad. 3. Encourage power sector and export surplus power As all the neighbouring states of AP are facing power deficit, harness opportunities to expand power generation which will provide critical resources for development. Encourage solar power farms in Rayala Seema Encourage rooftop solar power plants and enable citizens to export surplus power 4. Irrigation Sector Strengthen river banks and canals of Krishna, Godavari & Penna. Restore all the historic tanks which used to provide water to Rayala Seema. If needed, build additional tanks and canals. Prevent water leakages and wastages across the board, particularly in Rayala Seema Encourage water recycling in Rayala Seema 5. Distribute educational institutes ( promised in AP Re-Organization Bill ) across the districts. For example, IIM in Vizag IIT in Ongole Central university in Kadapa NIT is Srikakulam AIIMS in Nellore 6. Improve rural infrastructure Ensure 24×7 power to all the villages without failure Provide broadband connectivity to all the villages 7. Create a state level information storage Create a centralized data repository for all the citizen services Provide easy access to services by creating citizen service centres and call centres Encourage development of IT applications around this data. For ex, maintaining law & order or finding the status of an application etc. 8. Road Transport Corporation Break APSRTC into two parts, one taking care of infrastructure like bus stations etc. and the other operating buses. Allow the private operators as well as Setwin groups to operate buses easily and use the bus stations by paying royalty. Creatively use APSRTC assets in prime areas like building commercial spaces, hotels etc. 9. Skill Development focusing on local needs Create agricultural & floricultural universities in all the districts and improve awareness in the farmers about new opportunities Create at least two Urban planning universities and prepare the students for handling the urban planning for future Create Forensic university similar to Gujarat Create at least 4 NAC type of institutes to compliment the infrastructure activity Create a Tourism university training the people for becoming guides, hosting tours and interaction with tourists etc. These universities should also teach the students about rich diversity of the culture and history of the state. Create finishing schools to train the technical manpower working in export sector, particularly in communication skills and awareness about different cultures across the world Make Telugu & English compulsory in the schools 10. Re-organize the districts Re-organize the districts to bring more effective local governance Make each parliamentary constituency a district making a total of 25 districts ee pai vatillo projects meeda mee abhiprayalu cheppandi ???
