If GHMC supreme Somesh Kumar is to be believed, Banjara Hills might soon become a zone free of dust, garbage and rubbish 
In a recent press note released by the Greater Hyderabad Municipal Corporation dated July 22, 2014, it has been stated that eight prominent areas falling part of Banjara Hills will be turned into litter free zones from August 1. The decision has come after the GHMC Commissioner, in a press interaction, conveyed that Hyderabad has the potential of becoming the best city to live in.
As per the press release, “to deal with the complexity of increasing litter day by day, the GHMC  finds and determines that the prohibition of litter proliferation is necessary on main roads to promote the safety and beautification of public and private areas of the city of Hyderabad. It also added, “As per section 483 of GHMC Act 1955, it is the duty of the owners and occupiers of all premises to cause all dust, ashes, refuse, rubbish and trade refuse to be collected from their respective premises and to be deposited at such times, as the commissioner, by public notice from time to time, specifies, in the public receptacle, depot or place provided. 

Areas to be litter free
With the new rule, eight zones identified in Banjara Hills including  - Road no. 2, starting from Nagarjuna circle to Jubilee check post, Road no. 36 starting from Jubilee check post to Madhapur police station, Road no. 92 starting from Jubilee Check post to Kalinga function hall, Road no. 12 starting from Kalinga function hall to pension office, Road no. 1 from Paradise, Masab Tank to Nagarjuna circle, stretch from Khairtabad to Begumpet flyover , all the way till GVK mall and road starting from Secretariat to the Assembly – will be enforced to be litter free. 
The corporation will also make arrangements for collection of garbage, through garbage collectors, from shops, residences and establishments facing the above mentioned main roads, twice a day between 11 am to 2 pm and 8 pm to 10 pm. 
Sandhya Rao, a resident of Banjara Hills Road no. 2 welcomed the proposal but also expressed her skepticism over the application of this rule. “If this rule can actually be put to use, it will be a great thing for us all. However, I wonder how the authorities are planning to monitor who is littering these zones or not. Plus, our city is known for breaking such rules.”

Fine to be imposed
As per the rule, if anybody is found littering any of these zones, a fine of Rs 500 will be imposed for the first time. If the offender is caught for the second and third time, the fine will increase from 500 going up to 10,000 (if caught fifth time) resulting into cancellation of trade license, criminal prosecution for affecting public health. While the implementation of this act has come as a refreshing change for the city, it has also called for internal bickering between the GHMC Supreme and Hyderabad Mayor Majid Hussain. Soon after, he took to a press conference to express his displeasure, “The GHMC cannot go ahead with the proposal without taking approval of the standing committee,” the mayor said at a press conference on Thursday and threatened officials that they would be answerable if they try to implement the proposal. 

The corporation will also make arrangements for collection of garbage from shops, residences and establishments twice a day between 11 am to 2 pm and 8 pm to 10 pm. "
