Press secretary Josh Earnest told reporters: "'It's hard for me to at least at this point draw any clear conclusions about what the president's timing will be.'" He went onto say it could be before - or after - the summer. The president had said he would act after receiving recommendations from Attorney General Eric Holder and Homeland Security Secretary Jeh Johnson.
