You are correct regarding China and to some extent about trade theory. The point regarding India trying to grow as regional power is bang on but I would disagree with the process you mentioned. India is against importing weapons....Modi is on a campaign called "Make inIndia"...which means he would like some investors from US in Indian defense sector. He would never import from US but wants manufacturing sector in India to grow. Thats why FDI cap in defense has been raised from 26% to 49% this yr.

This is a win-win situation for both countries but his(Modi's) main agenda is to bring investors in defense sector and pvt US companies could gain some marketshare in Asia.
