Telangana govt mulls banning porn sites

Watching pornography could soon be banned in Telangana, with the state government seemingly determined to block porn sites portraying women as sexual objects as a means to reduce crimes against them.

Senior officials in the information technology (IT) wing of the state police said they have been asked to work overtime to block about 1,350 sites, which would mean that internet users in the new state will not be able to view adult content on the web. Plans are afoot to use technology similar to the one used by the Chinese government to block content on search engines. Officials say certain keywords, frequently used while searching for pornographic content, will fail to yield any results once the IT wing pulls the plug on pornography.

This action will, however, need the approval of both Union home ministry and ministry of information and broadcasting, but the state government officials are optimistic. "It is a policy decision and we will wait for an approval from the Union ministry to implement it," said Janaki Sharmila, additional deputy commissioner of police, Cyberabad.

The move to block adult content on the internet is being taken up as per the recommendations the 'Committee on Issues Relating to Safety and Security of Women and Girls', which was set up a month ago to recommend ways to ensure safety and security of women. As per its interim report released last month, porn sites should be blocked as "they lead to crimes against women". The proposal was included in the report as it was implemented in cities like London, said IAS officer Poonam Malkondaiah, a member of the committee.

"The state will have to take approval from the Centre to implement this recommendation. But since several parties, including parents, have expressed their concern over the growing pornographic content on the internet, the state too can take a call on this directly as it will work for the good of its people," she said.

Sources said the new women's protection bill, which is likely to be introduced in the state assembly in the budget session, will also have a chapter on cyber protection of women as per the wishes of chief minister K Chandrasekhar Rao. Officials added that the work is being undertaken on a wartime basis as KCR is insistent on implementing the committee recommendations despite it being an interim report. "The CM has been personally overseeing the implementation of the recommendations," a senior police officer said.

However, not all are enthused with a blanket ban on porn. Those dealing with women's rights said that banning pornography may not have any effect in ensuring security of women as several studies have shown that such content does not instigate people to indulge in rape or molestation. They, however, felt there was an urgent need to bring in measures to curb online harassment.

Tough action against online harassment

It's not just internet porn that the government hopes to curb but also cases of harassment on the social media sites. Following the recommendations of the committee, the IT wing will now tie up with state heads of social media groups and seek their help in investigating harassment complaints in coordination with the police. The police are also expected to crack down on NRI and foreign offenders by contacting Interpol.
