The government has conveyed its consent to the private management to take up sugarcane crushing for 2014-15. Accordingly, the NDSL has started making arrangements for the crushing crushing season scheduled on December 15. The NDSL has three units located at Shakkarnagar (Bodhan) in Nizamabad district, Metpally in Karimnagar and Medak. In the current season, 1.25 lakh tonne of sugarcane will be crushed in Shakkarnagar, 1.30 lakh tonne in Medak and 1.10 lakh tonne in Metpally. Overhauling of machinery has begun in all the three units. In 2003, the TD government had partially privatised Nizam Sugar Factory (NSF), the former NDSL which was acquired by Delta Company on Swiss challenge method. Under the method, initially, the private management will take 51 per cent share and the remaining 49 per cent share would be under the possession of the government. In a phased manner, the entire factory will be privatised by withdrawing 10 per cent government share every year. However, the process had been stalled due to heavy criticism. The successive government run by the Congress too failed to make any headway. Former chief minister late Y.S. Rajasekhara Reddy constituted a House committee which suggested for immediate take over of the factory but for political reasons, nothing was done. Nizamabad MP K. Kavit-ha said the government had begun with the process of taking over Nizam Sugars. NDSL, Shakkarnagar unit, vice-president M. Janaki Manohar said crushing will begin on December 15. RAM MOHAN PRINT · T T The Cabinet sub-committee’s recommendation to the Government to take the Nizam Deccan Sugars Limited (formally Nizam Sugar Factory) in Bodhan, into its fold has evoked mixed response. While the workers welcomed it, the response from farmers was lukewarm and they have a reason being indifferent. The sugarcane cultivation has been on the decline over a period of time as farmers showed little interest due to various factors. The factory once considered to be the biggest in Asia had faced several ups and downs in its 75 year-long existence. Established by the Nizam in 1938 with 1,200 tonnes crushing capacity, the factory in its initial years used to export sugar to the USSR and other countries. The factory acquired own railway line and 16,000 acres for cane growing. Its employees and workers colony called Shakkarnagar flourished with facilities such as 150-bedded hospital, playground for children, club, cinema theatre, mosque, temple and doodkhana (nutritious centre). The factory achieved the highest crushing of 8.50 lakh tonnes in ten months period in 1982-83 and saw the lowest of 2,500 tonnes when the factory was privatised. Its workforce too went down from 1,600 to 300 and later to 160. Many were given voluntary retirement. Its glory started fading forcing the Government to privatise it for about Rs.65 crore in 2002. In the initial years the private management could run it on sound lines and also made prompt payments to the farmers. However the area under cultivation had come down of late and the farmers were also not receiving payments on time. The House Committee headed by Juvvadi Ratnakar Rao constituted in 2006 recommended its takeover. However, the process somehow got delayed. When the Nizam Sugars Protection Committee led by M. Appi Reddy moved the High Court questioning the delay for the takeover, the court said that the constitution of Cabinet sub-committee was not necessary asking Government to implement the House panel’s recommendations the committee was forced to fall in the line of ryot leaders. Mr. Appi Reddy said factory being in the public sector had run 60 crushing seasons successfully and paid the highest cane price in the country. Had the factory been in public sector it would have been very useful to farmers and workers, he said hoping that the past glory would return to the company soon.
