AP has utilised more than its share of water, says Harish Rao

The Telangana government has accused its Andhra Pradesh counterpart of utilising more than its share of water in the Srisailam reservoir. Andhra Pradesh was entitled to just 34 tmc – 19 tmc for SRBC and 15 tmc for Telugu Ganga – but it had already used 60 tmc. Water from Srisailam was still going to Pothireddypadu and Handri Neeva. On the other hand, Telangana had utilised only 75 tmc out of its share of 261.9 tmc in Krishna barrage.

“We are still to utilise136 tmc. These statistics are available with the CWC and the AP government,” said Irrigation Minister T. Harish Rao and asked who was violating the GOs.

Speaking to presspersons here on Sunday, he blamed the AP government for giving wrong figures and deceiving people of Rayalaseema in the name of Telangana. The TRS government was working as per the rules and not violating any GO. It has not availed a drop of water illegally nor has allowed it to go waste into the sea.

Mr. Rao wondered why the AP government was talking about GO 69 and 107 as they had no sanctity now. The YSR government had modified these GOs and issued GO 233 in 2005 which categorically said that power could be generated up to 834 ft in Srisailam. He recalled how AP Irrigation Minister Devineni Uma Maheshwara Rao and others had staged a dharna at Krishna barrage protesting cancellation of GO 107. “The Telugu Desam government is using the GOs to suit its convenience and is not at all bothered about the interests of Telangana,” Mr. Rao said.

He took objection to the remarks made against the Chief Minister, K. Chandrasekhar Rao, by Parakala Prabhakar, communication advisor to AP government, and said he would send all the three GOs for his understanding. If necessary, he would also arrange a Telugu translator to explain them.

ఆంధ్రప్రదేశ్ ముఖ్యమంత్రి చంద్రబాబునాయుడు, మంత్రి దేవినేని ఉమ, ప్రత్యేక సలహాదారు పరకాల ప్రభాకర్ కు భాష అర్ధం కాకపోతే, జీవోలతో పాటు ఒక ఇంగ్లిష్ టీచర్ ని కూడా పంపుతానని తెలంగాణ భారీ నీటి పారుదల శాఖ మంత్రి హరీష్ రావు ఎద్దేవా చేశారు. హైదరాబాదులో ఆయన మాట్లాడుతూ, జీవో నెంబర్ 69, 107, 233 పై గోబెల్స్ ప్రచారం చేస్తోంది ఎవరని ప్రశ్నించారు. 

జీవో నెంబర్ 69 ప్రకారం శ్రీశైలం ప్రాజెక్టులో 834 అడుగుల నీటి మట్టం వరకు వినియోగించుకోవచ్చని నిర్దేశించారని ఆయన స్పష్టం చేశారు. నిర్దేశించిన మేరకు ఉన్న జలాలనే తాము వినియోగించుకుంటున్నామని ఆయన స్పష్టం చేశారు. 841 అడుగుల ఎత్తున ఉన్న పోతిరెడ్డి పాడు హెడ్ రెగ్యులేటరీకి నీటి కోసం 107 జీవో వచ్చిందని ఆయన తెలిపారు. అందుకోసమే ఆ జీవోలో 854 అడుగుల నీటి మట్టం ఉంచాలని నిర్ణయం తీసుకున్నారన్నారు. 

అయితే వాటన్నింటికీ క్లారిటీ ఇస్తూ 2005లో జీవో 233 వచ్చిందని ఆయన చెప్పారు. దాని ప్రకారం పోతిరెడ్డి పాడు హెడ్ రెగ్యులేటరీ ద్వారా నీరు తీసుకుపోవాలి. వారి అవసరాలు తీరిన తర్వాత 834 అడుగుల వరకు నీరు వినియోగించుకోవచ్చు అని 2005లో జీవో వచ్చిందని ఆయన స్పష్టం చేశారు. 107 జీవో రద్దుకు పోరాటం చేసింది టీడీపీయేనని ఆయన చెప్పారు. 107 జీవోను సవరిస్తూ 233 జీవో వచ్చిందని ఆయన వివరించారు. 

107ను మెరుగుపరుస్తూ 233 జీవో వచ్చిందన్న విషయం ఆ ముగ్గురు నేతలు తెలుసుకోవాలని ఆయన సూచించారు. ఆ జీవోలన్నీ డెల్టా, సీమల్లో పైచేయి కోసం నేతలు జారీ చేసినవేనని ఆయన వివరించారు. ఉమ్మడి రాష్ట్రంలో ఏనాడూ తెలంగాణను పట్టించుకోలేదని ఆయన ఆవేదన వ్యక్తం చేశారు. అయినప్పటికీ తెలంగాణ రాష్ట్రం ఆయా జీవోలకు లోబడి తెలంగాణ ప్రభుత్వం వ్యవహరిస్తోందని ఆయన స్పష్టం చేశారు. 

అందుకే ఇవాళ కూడా పోతిరెడ్డి పాడుకు నీరు వెళ్లిందని ఆయన వివరించారు. జీవో నెంబర్ 69, 107 గురించి మాట్లాడుతున్న టీడీపీ నేతలు జీవో 233 గురించి ఎందుకు మాట్లాడడం లేదని ఆయన ప్రశ్నించారు. అప్పట్లో బచావత్ గారు మాట్లాడుతూ, తెలంగాణ ప్రత్యేక రాష్ట్రంగా ఉండి ఉంటే ఎక్కువ నీరు వచ్చి ఉండేదని అన్నారని ఆయన గుర్తు చేశారు. 'జీవోలు ఉల్లంఘించింది మీరు, తెలంగాణా ప్రభుత్వం మాత్రం వాటికి లోబడే పనిచేస్తోంది' అని హరీష్ రావు తేల్చిచెప్పారు.
