నెల్లూరు మున్సిపల్ కార్పోరేషన్ లో భయంకరమైన అవినీతి భూతం వెలుగు చూసింది. అధికారుల తీరును కళ్లకు కట్టిన ఈ సంఘటన పూర్వాపరాలిలా ఉన్నాయి. దళిత కులానికి చెందిన రాఘవేంద్ర కుల, నివాస ధృవపత్రాలు తీసుకునేందుకు మున్సిపల్ ఆఫీస్ కు వెళ్లగా అప్పుడు, ఇప్పుడు అంటూ రెండున్నర నెలలపాటు అతనిని ఆఫీసు చుట్టూ తిప్పారు. దీంతో ఆఫీస్ లో విచారించగా 10 వేలు ఇస్తే పని పూర్తవుతుందని అధికారులు తెలిపారు. 

ఈ నేపథ్యంలో అతను 10 వేలు చెల్లించి తనకు కావాల్సిన సర్టిఫికేట్ తీసుకున్నాడు. అధికారుల అవినీతిని బయటి ప్రపంచానికి తెలియచేయాలనే లక్ష్యంతో డెత్ సర్టిఫికేట్ కు అప్లై చేశాడు. దీంతో అధికారులు, బ్రోకర్లు కలిసి లక్ష రూపాయలు డిమాండ్ చేశారు. తాను దళితుడ్ననని అంత ఇచ్చుకోలేనని చెప్పడంతో 50 వేల రూపాయలు తీసుకుని, నువ్వు చచ్చిపోయావు పో అంటూ అతని డెత్ సర్టిఫికేట్ అతనికే అందజేశారు.

ఈ నిర్వాకానికి పాల్పడిన హెల్త్ ఆఫీసర్ రమణయ్య మాట్లాడుతూ, దీనిలో తన తప్పుందని తేలితే తాను ఎలాంటి శిక్షకైనా సిద్ధమని పేర్కొన్నారు. రాఘవేంద్ర మాట్లాడుతూ, అధికారులు లంచగొండులు కావడంతో ప్రజలు ప్రతినిత్యం ఎన్నో సమస్యలు ఎదుర్కొంటున్నారని అన్నారు.

One named Rahavendra Rao, who is alive was issued death certificate by Health Officer Venkata Ramanaiah of Nellore Municipal Corporation without conducting any formal enquiry. He told that the health officer demanded bribe of one lakh rupees and finally settled the matter for 50000 rupees.
He told that when he went to the office for a birth certificate earlier, the concerned officials didn't respond properly and issued the certificate after two months taking bribe of 10000 rupees. Angered by the corruption of the officials there, Raghavendra Rao decided to bring to light the corrupt officials and embarked on this operation.
