In the Government’s Home ministry website, there is a note which says that the recommendations for Bharat Ratna are made by the Prime Minister himself to the President.

Now guess which Prime Minister recommended the name of Jawaharlal Nehru in 1955 & Indira Gandhi in 1971 for Bharat Ratna?
