I saw the documents have been delivered on Oct 11th. It's been more than 20 days, Neither I did not receive the receipt of acknowledgment yet nor the cheque with 380$ has been processed/deposited. Please let me know if this is normal. Thanks.

Dude, It's not at all normal, Usually you should get receipt in 7 business days (It's not a rule but it's USCIS standard of sending receipt of notice). If it's an extension application you don't need to worry, if you file your Extension in timely manner you can work until you hear from USCIS even though your initial OPT expires.
