BENGALURU: Andhra Pradesh chief minister N Chandrababu Naidu on Tuesday lived up to the tech-friendly image he had built for himself in his previous tenure as head of his state ten years ago.

On a day-long visit to Bengaluru, he aggressively wooed the city's vaunted tech industry. He inaugurated the Bengaluru facility of one of Silicon Valley's most happening startups, and he sat through an hour-long session on e-governance and financial inclusion at the startup incubator founded by Indian-American billionaire Vinod Khosla.

In the evening, he addressed a 300-strong industry gathering where he promised a 30-day single-window clearance for projects, and reminisced fondly about the "healthy competition" between him and then Karnataka chief minister S M Krishna early last decade. He noted that he had cleared the Hero MotoCorp project sitting across the table, a statement that would have stung Karnataka officials listening to him, because Karnataka was long seen as the frontrunner for the Rs 3,000-crore project. Naidu said incentives for mega projects could be "negotiated".

"He was incredibly positive," said Srikanth Nadhamuni, who heads Khosla Labs. "He had a lot of questions on how GIS could help solve civic problems. Our whole pitch was about governing data, about running cities using a single dashboard, and he was very impressed."

How did Naidu get to know about Khosla Labs? "Naidu and Vinod Khosla had a video conference where Vinod had told him about the work we were doing," said Nadhamuni, whose e-governance solutions are used in 275 Indian cities. Khosla Labs has offered to implement solutions across Andhra.

At Nutanix, the office of which Naidu inaugurated, Naidu is said to have gone through every part of the company's plans. "He's clearly a very forward-thinking leader, an entrepreneur at heart, someone very keen on public service," said Dheeraj Pandey, founder of Nutanix, a five-year-old, California-based company that's giving global giants in storage like EMC and NetApp a run for their money.

Naidu got to know of Nutanix, thanks to B V Jagadeesh, the Indian-American entrepreneur who grew up in Bengaluru and who is now an investor in a range of startups, including Nutanix. "Naidu spoke about the need for conviction and agility when you are trying to build something - both he and we are building something totally new," Pandey said.

At the gathering organized by industry chamber CII, Naidu said if land is allotted for a project, all other permissions - related to power and water - would be deemed to be granted. In Karnataka, the single-window clearance mechanism is the butt of many jokes, because invariably entrepreneurs have to visit every single department to receive clearances. "Naidu's deemed clearance is very promising," said one of the businessmen at the event.

Asked whether he sees Karnataka CM Siddaramaiah as competition, Naidu said, "We will definitely compete, but we will also work together."
