Special Category Status For A.p. Soon: Union Minister

Union Minister of State for Commerce and Industry Nirmala Sitharaman said the Central and the State governments were involved in a detailed workout of the special category status that was promised during bifurcation and that she would like it to fructify at the earliest.

A lot of industries and some ‘people abroad with ready capital’ are keen on investing in India, including in Andhra Pradesh. “The mood has changed in the country. Many States have drawn the attention of foreign investors,” she said after announcing the adoption of Pedamainavanilanka and Thoorputallu villages in West Godavari district under ‘Saansad Adarsh Gram Yojana’ in a press conference here on Friday.

Ms. Sitharaman said the Department of Industrial Policy and Promotion was engaged with the Government of Andhra Pradesh on the steps required for industrial development of the State. “Quite a few delegations have met me recently and evinced interest in making investments in various States. The Confederation of British Industry and some other industry bodies were keen on foraying into A.P. But, they sought clarity on a host of policies including the controversial one on retrospective taxation and wanted things to be liberalized”, the Minister said.

The Chief Minister of A.P. himself held parleys with the Centre for garnering the latter’s support for industrial development. The specifics of these deliberations would be made known soon.

Ms. Sitharaman said the Central government would help A.P. in sorting out the issue of acquiring land for Capital. Being an ally of TDP, the BJP would do all what it could for steering clear of the hurdles in its path, she added.

The Minister further said the government was carefully looking into the demands for establishment of Spices Boards for different spices/crops in the country in the place of the existing one headquartered in Kerala having jurisdiction over 52 varieties of spices but a decision was not taken yet in view of the complexities involved. There was also a demand for a Turmeric Board both from A.P and Telangana.

Similarly, the demand for re-imposing restrictions on gold imports was being examined. Closely linked as it was to the Current Account Deficit, the government could not act in haste.

Narsapuram MP Gokaraju Gangaraju, BJP State General Secretaries R. Suresh Reddy and J. Syam Kishore were among those present.

The Centre is likely to take a decision on granting Special Category status to Andhra Pradesh in a fortnight. Union Finance Minister Arun Jaitley, who held a meeting on the issue with senior officials from the Andhra Pradesh government and AP Government’s Special Representative K. Ram Mohan Rao on Friday, was believed to have assured them of the Centre's fulfillment of the promise given by the previous UPA Government in this regard on the floor of Parliament during the passage of AP Reorganisation Bill.

He reportedly told them that his ministry was awaiting the file from the Ministry of Commerce and Industry.

Mr. Jaitley also was believed to have indicated that the tax incentives and concessions under the Special Category status category would be on the lines of those extended to other States earlier, including North Eastern States and Uttarakhand.

Andhra Pradesh Chief Minister N. Chandrababu Naidu also met Mr. Jaitley during his visit to Delhi on Thursday and urged him to expedite the process.

With Mr. Naidu scheduled to visit Japan from November 24 to 28 to woo investors, top officials in Andhra Pradesh expressed confidence that the Centre’s nod on Special Category would be received before that.
