So it is unlikely that immigration reforms will do any favor to Indian GC applicants FYI if you are talking about illegals the it's 11million..

ceelogreen Posted November 13, 2014 Report Posted November 13, 2014 President would not act on the immigration executive actions until Congress would close the sessions in December, to wit, his promise to give the Congress a second chance to pass comprehensive immigration reform bill before he would act. Congress will close in the middle of December 2014. Another reason is the federal government budget. The government has been running the business in FY 2015 that started on October 1 based on the H.J. Res 124 continuing resolution to fund the federal government until December 11, 2014. Unless the Congress passes FY 2015 appropriations bill before December 11, 2014 for the FY 2015 appropriations, the federal government will face another government shutdown. It is not likely that the Congress will be able to pass the FY 2015 appropriations bill by December 11, 2014. All the country can expect is for the Congress to pass another continuing resolution for the stop-gap funding of the federal government temporarily until certain time in 2015 to prevent another government shutdown. Should the President act for the immigration executive actions before December 11, 2014, furious GOP may go for another extreme measure of government shut-down by refusing to pass another continuing resolution in order to block funding for the immigration relief implementation. The network, citing a source close to the White House, said a 10-part plan could be announced as early as Nov. 21 and would expand a policy of deferring action on deportation of illegal immigrants who came to the country as children, as well as for parents of U.S. citizens and permanent legal residents. That provision could let up to 4.5 million undocumented immigrants with U.S.-born children remain in the country, Fox News said, citing estimates. Other parts of the plan would include bolstering border security and pay increases for immigration officers, the network said. White House spokesman Shawn Turner, asked for comment on the report, said: "The president has still not made a decision regarding exactly when he'll make an announcement about executive action to fix our broken immigration system, but he remains committed to taking action before the end of the year." Obama told congressional leaders last Friday he was committed to using executive powers to ease some restrictions on undocumented immigrants since Republicans in the House of Representatives had refused to advance immigration legislation. Any unilateral action promises to draw the ire of Republicans in Congress. John Barrasso, the No. 4 Republican in the Senate, said in an interview on Friday that members of Congress had told Obama that would be a "toxic decision."
