Non-resident Indians (NRIs) could get the right to vote as the Election Commission (EC) has informed the Supreme Court (SC) that it has no objection to the option of voting through proxy or an e-postal ballot system being extended to members of the community.

There are about 25 million NRIs living around the globe.

The apex court will pronounce its final verdict on Friday. If the court clears the move, it may virtually alter electoral mathematics in India.

According to the NRIs, who knocked at the doors of the SC seeking voting rights, they are the second largest diaspora in the world, after the overseas Chinese, and their rights need to be considered.

The latest development is a boost for Nagender Chindam, chairman of UKbased Pravasi Bharat, and Shamsheer V.P., an NRI from Kerala, who took up the cause a year ago.

"Voting rights cannot be denied to those who go outside to study or in search of employment," Shamsheer argued.

"As India finds itself in the throes of a positive political transformation, millions of NRIs could realise their dream of redefining the political landscape of the country by finally casting their ballot from wherever they are, if the SC gives an assent," said Chindam.

The EC categorically stated that any move to allow the NRIs to vote through the Internet or at diplomatic missions abroad could not be allowed. "The option of voting through proxy appointed by overseas electors as well as e-postal ballot- where blank postal ballot paper is transferred electronically to the NRI and returned by post-can be considered," the poll panel said. The commission felt that the e-postal ballot system has almost no risk of manipulation, rigging or violation of secrecy.

The poll panel said voting by NRIs can be tried in "one or two constituencies in elections to the legislative Assemblies" and subsequently extended to more Assembly polls and then the parliamentary elections if the process is found "feasible, practicable and meeting the objectives of free and fair elections".

nope. in us, the process is you register as a voter and request for ballet before something like 180 days. they will mail ballet with special envelop to the voter house before election. the voter then fills the ballet and drops in usps box before election day. USPS then process those special envelops to the local jurisdiction in the same day. cutoff date to drop in mail box depends on constituency.

they all counted at any cost for the candidate win.
