Here is the full text. It appears that exectuve actions will cover more reforms for employment-based immigration system than what was previously released other media. For instance, the plans will include pre-registration for application for adjustment of status once labor certification and petition are approved such that while they wait for their priority dates current in the visa bulletin, they can work with EAD and travel.
