The Special Category Status for the residual Andhra Pradesh, which was assured by the UPA Government during the bifurcation of Andhra Pradesh into two States, is still some way away from becoming a reality.

The Planning Commission’s observation — that the residual Andhra Pradesh does not qualify to be accorded special category status — has become a contentious matter.

The issue flared up after the Commission indicated that AP does not meet the requirements for special category status as it does not fulfil the necessary requirements — it does not have hilly and difficult terrain, low population density or a sizeable tribal population, economic and infrastructure backwardness or a non-viable financial situation.

Refuting the contention of the Plan panel, State Finance Minister Yanamala Ramkrishnudu believes that the State qualifies for special status as per existing norms. And it is not the Planning Commission but the National Development Council that should take a call.

As per the Gadgil-Mukerjee Formula, approved by the National Development Council, AP qualifies for special status. It enables the State to access a higher level of Central fund devolution.

Former Prime Minister Manmohan Singh had assured the Rajya Sabha that after the State’s division, AP would be granted special status for five years. However, during the discussions, there was a demand for 10 years and now AP is keen that it be extended for 15 years so its economy gets back on track.

The State is actually beginning with a deficit of close to Rs 16,000 crore and is, therefore, severely impacted financially. It is short of infrastructure and is faced with a capital-less situation. This places it in the right category to be accorded special status, he contends.

FRBM Act
Finance Minister Ramakrishnudu is banking on special status for the State as it would lead to much-needed flexibility and provide better access to finances.

He is also considering a proposal to amend the Fiscal Responsibility and Budget Management Act, which allows a fiscal deficit of 3 per cent. Given the situation, the State wants more flexibility to manage its economy.

He is also hoping the 14th Finance Commission will consider AP’s situation in sanctioning additional grants.
