The 9 instructions are as follows:

1. To size up the power demand in tune with Vision 2029 and plan in advance
2. To achieve energy security by ensuring availability of Coal and Natural Gas
3. To increase PLF for Thermal Power Projects by 90% and save hundreds of crores
4. To complete the laying of lines for smooth transmission of power from neighbouring states
5. To reduce losses in transmission and distribution to 9%
6. To generate 10,000 MW of Solar energy and 5,000 MW of Wind energy by 2019
7. To keep distribution lines ready by the time the State begins to generate Solar and Wind energy
8. To distribute LED bulbs to all households by 2015-16
9. To bring in as much funds as possible from the Central Government Power Schemes
