If they want to transfer funds by using email-payment option, how do these banking facilities determine to which bank of his the money should be going to?

I meant it is instant with in teh bank ,if it is to outside of the bank,it is a ACH transfer and will take 3 days BTW I think Bank of america charges $3 for transfer ,(to external bank account)
