Flexible Spending account will be administered by Flexible Benefits. If you wish to participate in FSA for year 2015 please fill the attached enrollment form and turn in no later than 12/31/2014. If you do not want to participate, you are not required to send the form. Flexible Benefits will not allow any exceptions after 12/31/2014.

A great way to plan ahead and save money over the course of a year is to participate in the Flexible Spending Account Programs. These accounts allow you to redirect a portion of your salary on a pre-tax basis into reimbursement accounts. Money from these accounts can then be used to pay for medical expenses or dependent care expenses. Pre-tax means the dollars you use for eligible expenses are not subject to social security tax, federal income tax and, in most cases state, and local income taxes. Money you would have paid in taxes can be used to pay for qualified expenses. Also attached Brochure with additional details which please review.

You must decide how much to set aside for this account. You may contribute up to $2,000 in the Health Care Flexible Spending Account and up to $5,000 in the Dependent Care Account. Please consult your tax consultant as to what best fits your need.


Health FSA Maximum Election Limit for the 2015 Plan Year

As part of the changes introduced by health care reform acts, health flexible spending accounts (FSAs) now have a new maximum limit for employee contributions. Effective for taxable years beginning on or after January 1, 2015, the health FSA maximum election amount are $2,000. During open enrollment, be sure to keep this information in mind as you estimate your health care expenses and choose your election amount for the upcoming FSA plan year.


This health FSA plan includes a $500 carryover limit. This allows you to use funds from your 2015 plan year health FSA towards eligible expenses in the year 2016 and reduce the contribution amount for 2016. Be aware that the IRS has a “use-it-or-lose-it” rule. It requires all money left in your FSA must be used before the end of the plan year. You will forfeit the 2015 plan year funds left in your FSA after the “$500 carryover”.

As you are aware, as part of the changes introduced by the recent health care reform acts, beginning January 1, 2011, over-the-counter (OTC) medicines, and drugs are no longer eligible for reimbursement under FSA unless prescribed by a doctor. Over-the-counter items, such as blood pressure monitors, thermometers, bandages and first aid kits. These items are still eligible for reimbursement through your health FSA.

In exchange for the tax advantages of these programs, the IRS has strict rules about how these accounts must work:

You may not stop or change your contribution amounts until the next Open Enrollment, unless you have a qualifying status change

The plan year runs from 01/01/15 through 12/31/15 with a $500 allowed carryover at the end of the plan year to give you a chance to spend any remaining funds in 2016. Any money remaining in the accounts are forfeited after the $500 carry forward.
The Health Care and Dependent Care accounts function separately, funds cannot be transferred from one to the other.
