"This isn't regular rulemaking. I do think that they will take all comments into consideration. Also, the numbers will be important. By this, I mean that if 1,500 people write individual (not template) letters in support of a particular proposal, that will be given significantly more weight than a position supported by 10 or 20 commenters. 

The importance of individual letters cannot be over emphasized. Template letters are usually discounted and looked upon unfavorably. If you want to organize a campaign, give people talking points and ask each writer to put them into their own words. This will be far more effective than massive mailings of template letters."
