But PM and Cabinet ki ..avi bypass chesi ..valla exluise powers use chesi..Ordinance form lo pass cheyyocchu. This should be done in critical situations (like in the emergency situations) ..and that too when there are no Parliament sessions going on currently. Its the same in the US, the US president has exclusive powers to pass these kind of things. In way, these are not very democratic way of doing the things. Its left to the discretion of highest authority (president/PM). In a matured democratic societies like the US, there will be black slash from the Civil society and the general population leading to dissent against the president. But, this power is necessary in the critical situations. India lo dheeni valla use enti ante...our politicians are bloody bastards. Instead of properly debating and looking the -ve and +ve of the bills, they fight among themselves with the petty things leading to the wastage of time and resources. Normally, the Govt sets its goal of passing some N number of bills in every session, if they can't pass them due the disruption in the house, PM will tend to use the Ordinance way. BJP Govt is passing some of those bills in this route now, because they don't have enough voting in Rajya Sabha and Congress will not help the Govt in passing these crucial bills. Its always bloody and petty politics. Hope it answered.
