If she has harm from him she should file a police complaint. if he evaded restrain order more than once he will be already in trouble. Meeru emi anukokapothe.. here case looks like he hadnt evaded the restrain order and since because there is no legal action taken on him the other party wants to take revenge by putting him under more scrutiny.. sorry it the last sentence sounds little too heavy for your friend, such actions will only provoke his husband and further delay the divorce. second if you dont mind how any one can know if he is impotent or not before marriage ? For some individuals sperm count cannot help in making the ovules impregnate that alone might not make him impotent.. any ways as you have already explained he is a psycho you can file harassment case again if he evades any of his previous resentments..
