Yah that's Polilical crap, which is only due to people supporting it. So, the change should come from people. That's why I think law enforcement is the only tool to force people to change their minds towards extremism.

 

Example: If Madrassas are banned from hatred lessons, under Law, you are indirectly hitting on the strengh of Owasis and their successors.
