as mine is a 4K TV which is 2160p.

As per my understanding no. Pal- 50hz transmission and NTSC 60hz. Not related to picture quality as far HD content. Some set top boxes tats sky hd and videocon support both frequencies u need to change settings. Only tatasky has 4k set top box released 2 weeks ago. It should support both given the HD one has it.

Converter is primarily for cable TV. No 4k channels available anyway.
