Telangana charging Rs 2 per litre of fuel as VAT and Andhra maintaining fuel prices at the lower rate as prescribed by oil companies has sparked off another war between two States.

With global prices coming down, Indian oil companies had cut down prices. Though this is good news for customers, State governments are losing sales tax due to the falling prices. The sales tax component on even the aviation fuel is creating a loss to the State exchequer.

Cash starved Telangana had decided to impose Rs 2 for every litre of fuel sold under VAT but also has a proposal to impose additional VAT to take care of further  drop in fuel prices. This means that petrol and diesel prices will remain the same for next six months in Telangana. After the recent VAT hike, fuel prices in Telangana are the highest in India.

The result is that Telangana that shares border with Andhra, Maharashtra and Karnataka has now inter-State transporters refuelling from outside their border. Fuel stations in border towns are badly hit.

Andhra has not gone in for a hike in VAT and this makes the fuel cheaper. Now many lorries that are ferrying goods to Telangana are filling tanks in Andhra border towns. Vijayawada accounts for the majority of inter-State lorry service in India.

Fuel stations in the border towns reported falling sales; added to that with prices dropping their commission is also down, petrol retailers’ association has decided to represent their case with the Finance minister. If there is no relief, they will down the shutters across the State.
